Core team

Pablo Vaggione

Over 25 years of experience delivering advisory services across the full urban project life cycle from a multi-sector perspective.

Pablo has a proven track record of delivering consistent results for the international financial institutions, organizations, and private sector entities he advises. As head of the UN-Habitat office for Mexico and Cuba, Pablo led technical assistance efforts that earned the Dubai Best Practices Award and UN-Habitat’s Scroll of Honour. Prior to this, he wrote Urban Planning for City Leaders, a guidebook for mayors published by UN-Habitat.

Pablo has served as an adjunct at Singapore’s Centre for Livable Cities and as Secretary General of the International Society of City and Regional Planners (ISOCARP). His consulting experience includes advising international real estate investors and developers, and industrial conglomerates such as Siemens AG, Engie, and Hyundai. Earlier in his career, he worked in Gensler’s Consulting Group and in construction management. He holds a Master’s Degree from Harvard University.

Esther Panduro

Broad experience in economic and administrative management, complemented by expertise in project cost-benefit analysis.

Her background in economic management includes financial planning, budgeting, and resource optimization, while her work in cost-benefit analysis focuses on evaluating the economic viability and long-term impact of infrastructure projects. Most recently, she served as the economic and administrative specialist for LAIF City Life, contributing to project efficiency through strategic financial oversight and rigorous economic assessments.

Laura Santacristina

Expertise in knowledge management and communications, specializing in the design and implementation of strategies that enhance information flow.

Her expertise includes the facilitation of consultation and input sessions, developing knowledge products, managing content for diverse audiences, delivering on-the-job organizational learning, and translating complex information into clear messaging and actionable insights to support decision-making and program impact.
