A Framework for Sustainable and Efficient Territorial Planning

The Law on Territorial Planning, Land Use, and Human Settlements (LOTUSAH), the first of its kind in the Dominican Republic, seeks to establish the foundation for long-term territorial planning and promote effective land-use policies and urban development practices.

The Implementation Strategy outlines priority actions critical for executing LOTUSAH, with disaster risk management and climate change integrated as cross-cutting themes. It presents a systematic roadmap, detailing implementation phases across the country’s 158 municipalities, identifying the financial, human, and material resources required to deploy municipal planning teams, and suggesting potential sources of financing.
