A people-centered approach to identifying social infrastructure projects

The development of Indonesia’s new capital, Nusantara, has directed significant resources toward essential hard infrastructure and government buildings. To complement these large-scale investments, Livable and Lovable Nusantara identifies targeted projects in active mobility, public spaces, and social and cultural amenities that will immediately improve quality of life for Nusantara’s pioneer residents.

The consultancy, led by PVSL with Arup and Nusantara Urban Advisors, focuses on integrating soft mobility and public spaces with resilience features. This includes promoting walkability, mitigating the urban heat island effect, managing rainwater reuse, and creating dynamic social and recreational spaces to accelerate a sense of belonging.

Using a personas approach, the methodology prioritizes quick-win projects that respond to residents’ needs while informing the city’s design and development framework.

Results

Seven priority projects identified, with an estimated capital investment of $140 million, including conceptual designs, financial analysis, investment plans, policy and institutional enablers to support implementation.
Three brand narrative documents developed, tailored for the general public, residents, and investors, establishing a cohesive storyline for city marketing and promotion across stakeholder engagements, technical teams, and media outreach.
