Strengthening urban sustainability through knowledge and collaboration

The Global Environment Facility (GEF) launched the Global Platform for Sustainable Cities (GPSC) to support 28 medium-sized cities in integrating sustainability into their urban planning processes. The GPSC Resource Team (RT), comprising the World Resources Institute, ICLEI, and C40 Cities, was created as a knowledge-sharing initiative to complement these efforts by fostering peer-to-peer learning, producing knowledge products, and providing technical support to cities.

The end-of-project evaluation of the RT assessed its relevance, effectiveness, efficiency, and sustainability. The evaluation included a review of background documents and reports delivered under the project; individual interviews, and an online survey with key actors. The evaluation identified key successes, challenges, and opportunities for enhancing knowledge-based urban development initiatives in the future.

Services

  • Independent assessment of the impact and effectiveness of RT activities.
  • Analysis of the alignment between the RT’s outputs and the cities’ sustainability needs.
  • Evaluation of financial and operational efficiency, including cost-benefit considerations.
  • Recommendations to improve city-to-city knowledge exchange mechanisms and increase the uptake of best practices.
  • Review of collaboration between RT partners and their contributions to the initiative.

Thematic areas

  • Knowledge management
  • Capacity development
  • Climate resilience & Low-Carbon development
  • Integrated urban planning.

Results

  • The evaluation provided an assessment of the quantitative impact of the knowledge sharing activities.
  • Identified a need for a  strengthened match between knowledge supply and city needs, particularly in project implementation support.
  • Offered specific recommendations to serve a more targeted assistance, and suggested improvements for better operational efficiency.
