Operationalizing integrated urban development

PVSL provided advisory services on grant portfolio assessment and the development of think pieces that informed the positioning of SECO’s infrastructure division and its approach to urban governance and integrated urban development. This work led to the widely adopted «plan – finance – operate» conceptual framework.

PVSL prepared subsector guidelines on urban governance, mobility, resilience, municipal finance, and energy management, as well as climate mainstreaming guidelines for SECO Project Managers. Additionally, PVSL facilitated and supported SECO’s annual roundtable with international organizations in the sector at ETH Zurich.

PVSL conducted mid-term and end-of-project evaluations of grants in target countries, assessing the performance of projects and global thematic facilities established in partnership with organizations such as the World Bank and UN-Habitat. The firm also conducted scoping studies and supported the preparation of Credit Proposals, securing CHF 25 million in grants for technical assistance in integrated urban development and mobility in key cities across target countries.

  • Improved Lima’s integrated transport system by strengthening the authority’s planning, financing and operation capacities.
  • Infrastructure project identification oriented to support mass transit and last-mile active mobility initiatives.
  • Created a Technical Assistance Fund to co-funding demand-driven public and private sector initiatives at national and sub-national levels.
